Kortanul is correct. With the usage you must have attacked with 12,499 tanks thereby spending 124.99 of both resources. Additionally if your soldiers had used munitions the usage figure for munitions would be higher than gasoline not equal as soldiers do not use gasoline.

You yourself can only spy once per day (unless you get the CIA project), but you can be spied on 3 times per day.

Your first city has 1 coal plant and 650 infra. Each of those plants covers 500 infra and if you're over that amount then you get the "no power" state. Fix by increasing your coal plant number to 2.
Your second city has no coal plant so that is fixed by just buying a coal plant.
