What community is complete without a few good ol hillbillies thrown in. Not this one, I say! I would like to officially announce the existence of the Hillbilly Coalition (tHC). Lock up your valuables and prepare for property values to go down. We are here. And the good people at Frostbite have agreed to protect us from varmints and such.. Just so you know.. Here is a link to our Discord : https://discord.gg/yXWadzX and here is our charter if'n yall fancy to take a gander at it: Official charter of the Hillbilly Coalition Preamble On this day, 4 April 2018, I proudly announce the creation the Hillbilly Coalition (tHC), a Politics & War alliance dedicated to the growth and defense of member nations under the guiding principles of Liberty, Unity and Honor. Article I: Membership Any nation seeking admission into tHC can apply in game, inquire by private message, or visit our discord channell or our official forums for more information . All applications will be considered and membership granted on a case by case basis. Article II: Government The government of tHC shall be lead by a Commanding Officer (CO) and Executive Officer (XO). Commanding Officer (CO): Shall oversee the direction of the alliance. The COs' first priority is to guide and protect the member nations by upholding the tHC charter. The CO's votes/decisions shall be made with complete transparency to all members. The CO has the final say in all matters concerning the alliance. The CO shall appoint an Executive Office and approve of all cabinet members appointed by the XO. All treaties shall be approved by the CO. Executive Officer (XO): Appointed by the Commanding Officer, the XO shall oversee the day to day operations and step in when and if the Commanding Officer is unavailable. The XO is 2nd in command and the final authority on all charter amendments. No changes can be made to the charter without approval by the XO. The Executive Officer also appoints Department Heads (with CO approval) as needed to run the alliance. Department Heads: Appointed by The Executive Officer, the Department Head shall be responsible for the direction and organization of their respective departments and divisions threreof. The Department Head will appoint Division Officers (approved by the XO) and/or deputies as needed to assist them in departmental operations. Replacement of Department Heads by either resignation or removal shall be done by the XO with CO approval. Departments: Each department is to be lead by a Department Head. The 4 (four) Departments of tHC Government are: Military (Headed by the Command General), Finance (Headed by the Chief Financial Officer), Administration (Headed by the Chief Administrative Officer) Foreign Affairs (Headed by the Chief Diplomatic Officer). Military Department: Headed by the Command General. Responsible for the training, coordination and supervision of all military operations and maintaining the defense of the alliance. All offensive wars, including raids shall be approved by The Command General or the Commanding Officer. The Command General may appoint division officers and/or deputies as needed. During an alliance war, all member nations are to be directed by The Command General in alliance military operations. Department of Finance: Headed by the Chief Financial Officer Responsible for all alliance finances, coordinating with other departments to insure all financial deals are maintained, and managing the alliance bank, alliance aid or grants/loans. The Chief Financial Officer may appoint division officers and/or deputies as needed. Department of Administration: Headed by the Chief Administrative Officer Responsible for education, charter compliance and forum/discord moderation, investigating complaints or grievances and is the first line of contact with any internal issue. Responsible for recruiting nations to join the alliance, giving information to prospective members and vetting nations that are interested in joining.The Chief Administrative Officer may appoint deputies and/or divison officers as needed to run the department. Department of Foreign Affairs : Headed by the Chief Diplomatic Officer Responsible for maintaining relations with other alliances/blocs, and initiating treaties with other alliances, keeping the alliance informed of news from Planet Orbis and insuring the alliance has a presence in all P&W media outlets. The Chief Diplomatic Officer may appoint diplomats and/or division officers as needed. Division Officers: Appointed by respective Department Heads (with approval from the XO) to organize and maintain specific operations within the department. Division Officers are tasked with making daily decisions for their specific divisions and report directly to their Department Head. Article III: War Policy Any member nation of tHC that is attacked unprovoked shall be defended using any means necessary. All offensive wars, including raids, must be approved by the Command General and/or the Commanding Officer or XO. Specific guidelines for raiding shall be made readily available for all members upon request. Only the Commanding Officer can declare war on another alliance or the XO in the absence of the CO. Article IV: Member Activity Membership Activity All members of tHC understand that activity is a must. The alliance activity policies are as followed: 3 days inactive : Verbal Warning. All inner alliance programs* are put on hold. 5 days inactive: Written Warning. Alliance membership moved to applicant 6 days inactive: Final Warning. 7 days inactive: Nation shall be removed from the alliance until further notice. *In order to receive alliance grants and assistance, Discord or forum activity is preferred. Article V: General Rules All member nations must agree to abide by the tHC Charter. All charter revisions shall be posted for discussion by all members 24 hours prior to the amendment taking effect. Notice of resignation of membership should be given to the Chief Administrative Officer, the Commanding Officer and/or XO at least 48 hours prior. All loans and alliance aid shall be paid in full before resigning. Impeachment proceedings of any government member shall go through the Chief Administrative Officer and/or the Executive Officer with their recommendation made to the Commanding Officer. All involved parties will be heard and decision made by the CO. Involved nations shall be given an opportunity to appeal the decision. Grievances and complaints shall be submitted to the Chief Administrative Officer or the XO and will be resolved by the Commanding Officer, involving a meeting of all involved parties and an investigation. The final decision to be made by the Commanding Officer. Any grievance or complaint should be sent via private message to the Chief Administrative Officer, the Executive Officer or Commanding Officer, or any combination thereof. The expulsion of a member nation shall be approved by the Commanding Officer or XO after an investigation and recommendation from the Internal Affairs division, if necessary. The decision and reason will be made known and affected member nations shall be given an opportunity to appeal the decision.
