After the creation of Atlas, the Titans became settled and relaxed. The complete management of the nation was occupying too much of there time and they no longer wanted to rule on their own. In fact they wanted others to help ease the pressure of ruling. So they got together and created a new government system. One which would still, ultimately depend on the choices they make, but would also be able to operate smoothly even if they took a day to relax.

As the Titan of Inner-thought was also the general of the army and the first Treasurer of Atlas, he created three ministry's which would fall under his divine guidance. He would later turn over the economic temple and its entire services to the Titan of Afterthought.

Two temples were formed. One, the first military temple which was to be guarded by the impassable Zues. (Skeletor) The other was the Economic temple of Hades which was placed under the guidance of Hades himself. (Duy) The third temple, the one that would manage all internal affairs was too great a task for any man living or dead so the Titan bestowed the role of guardian of the temple upon himself, thus completing his triangle.

Each temple was attended to by wardens. Found in the temples of Dobby, the Titan of Inner-thoughts were famous legends such as:

Hercules: Felis

Achilles: Vito

Daedalus: Abigor

Theseus: Ethan

Athena: Rea

The Titan of Forethought (King Dabs) created the one and only Foreign Affairs Temple and made his second son, Apollo (Samuel Bates) guardian of its sacred grounds. His other son, Perseus was to commit himself to other tasks. His wardens were plenty. The two which stuck out though were Pyrrha and Lucius who could often be seen heading out on diplomatic trips all around the world.

The Titan of Afterthought, Epimetheus, was inspired by his fellow Titans but did not pursue them immediately in their task of creating a government system. Instead he focused more on commanding the army as during the creation of Atlas, the nation was plunged into a massive outbreak of war.

The rest of the governing body was voted on through the use of telepathy between the Titans and the following was the final result.
